Museveni Unveils New Cabinet Agenda as Seventh-Term Government Begins Work

KAMPALA — President Yoweri Museveni has officially launched the work of his newly appointed Cabinet, marking the beginning of his seventh term in office with a renewed focus on implementing the National Resistance Movement (NRM) government’s ambitious economic transformation agenda.
The inaugural Cabinet meeting, held at State House in Entebbe on Monday, followed a 10-day induction retreat at the National Leadership Institute (NALI) in Kyankwanzi, where ministers were oriented on government priorities, leadership principles and public service responsibilities.
According to a State House statement, the meeting formally signalled the start of implementing the NRM administration’s programme for the 2026–2031 term. The Cabinet is expected to drive policies outlined in the party’s manifesto under the theme, “Protecting the Gains as We Make a Qualitative Leap into a High Middle-Income Status.”
A key priority of the new administration is the government’s Tenfold Growth Strategy, an ambitious plan aimed at expanding Uganda’s economy to US$500 billion by 2040. The strategy focuses on accelerating growth through four priority sectors: agro-industrialisation, tourism, mineral development, and science, technology and innovation, collectively known as ATMS.
The government says the economic blueprint will be supported by continued investment in infrastructure, job creation, market expansion, improved public service delivery and programmes designed to increase household incomes, including the Parish Development Model, Operation Wealth Creation and Emyooga.
The Cabinet meeting was attended by Vice President Jessica Alupo, Prime Minister Robinah Nabbanja, deputy prime ministers, Cabinet and State ministers, Government Chief Whip Dr Jane Ruth Aceng, senior government officials and National Resistance Movement leaders.
Officials said the Cabinet will oversee implementation of the Fourth National Development Plan (NDP IV), which is aligned with the Tenfold Growth Strategy and seeks to accelerate Uganda’s socio-economic transformation over the coming years. The recently approved national budget is also expected to support the government’s long-term development objectives.
The first Cabinet session marks the formal commencement of government business under President Museveni’s new administration following his swearing-in for another constitutional term. Under Article 111 of the Constitution, the Cabinet is responsible for guiding government policy and coordinating the implementation of national programmes across ministries.
