Government lines up 38 Bills for 2026/27 legislative agenda

The Government of Uganda has drawn up an ambitious legislative programme comprising 38 Bills expected to be tabled during the 2026/27 financial year, signalling a busy parliamentary session ahead focused on reforms in taxation, governance, public finance, and service delivery.
According to details from the government’s legislative planning framework, the proposed Bills are intended to support the implementation of key national priorities outlined in the national budget, including economic growth, improved revenue mobilisation, and institutional efficiency.
A significant portion of the Bills is expected to focus on fiscal reforms, including amendments to tax laws aimed at expanding the domestic revenue base while improving compliance and reducing leakages in the tax system. These reforms are also aligned with government efforts to manage rising public debt and sustain funding for priority sectors.
Other planned legislative interventions are likely to target governance and public sector management, with proposals aimed at strengthening accountability mechanisms, streamlining government operations, and enhancing service delivery across ministries, departments, and agencies.
The legislative agenda also reflects government’s continued focus on infrastructure development, industrialisation, and human capital investment, with laws expected to support ongoing programmes in health, education, agriculture, and digital transformation.
