MUKONO DISTRICT ROADS COMMITTEE REVIEWS ROAD PERFORMANCE, CALLS FOR INCREASED FUNDING, TIMELY RELEASE OF FUNDS, AND IMPROVED ROAD MANAGEMENT

The Mukono District Road Committee (DRC) convened at the District Headquarters to review the status and performance of road infrastructure across Mukono and Mukono Municipality, with leaders calling for increased funding, timely release of road maintenance funds, and improved road management.
The meeting brought together the Chief Administrative Officer (CAO), Mr. Henry Ddamba, the District Engineer, the Communication Officer, Members of Parliament representing various constituencies in Mukono District, Mukono Municipality Mayor Robert Peter Kabanda ,The Municipal Deputy Town ClTown Mr Magemeso Moses,Municipal Engineer, and other technical officials and the District Councilor representing Kimenyedde Sub County who is also the secretary for Works, Water, Environment, Natural Resources and Production Hon. Winfred Nakaddu.
Among the Members of Parliament in attendance were the Woman Member of Parliament for Mukono District, Hon. Dr. Sheilah Dravile Amaniyo, Hon. Abdallah Kayongo (Mukono North), Hon. Robert Maseruka (Mukono South), Hon. Betty Nambooze Bakireke (Mukono Municipality), and Hon. Kiwanuka Sulaiman (Nakifuma County).
The meeting commenced with the election of the Committee Chairperson, where Hon. Abdallah Kayongo was unanimously retained to continue chairing the District Road Committee.
The committee reviewed the implementation and performance of road works undertaken by both Mukono District Local Government and Mukono Municipality during the First, Second, Third, and Fourth Quarters of the Financial Year.
Presenting the technical report, the District Engineer informed members that the district receives approximately UGX 1 billion annually under the Uganda Road Fund grant, which is released in quarterly installments to finance routine manual maintenance and routine mechanized maintenance of district roads.
He highlighted several achievements registered during the financial year, including maintenance works on a number of key district roads such as the Lutengo Road and other priority road networks across the district.
However, the District Engineer noted that delayed release of funds from the central government continues to affect timely implementation of road maintenance activities, making it difficult for the district to complete planned works within the required timelines.
He further explained that the district currently operates with only one grader, which limits its capacity to effectively maintain the extensive district road network.
The District Engineer, Eng.Herbert Lutwama appealed to Members of Parliament to advocate for the establishment of a fully-fledged District Road Unit equipped with adequate machinery and personnel to improve supervision, inspections, and maintenance of roads across Mukono District.
He also called for increased government funding to match the growing demand for road maintenance and infrastructure development.
Hon. Betty Nambooze Bakireke, the Member of Parliament for Mukono Municipality, raised concerns over roads without official names and the limited access roads leading to residential homes, noting that many residents are forced to fill drainage trenches with sacks of soil to access their properties.

She also observed that funds generated through fuel levies intended to support local road maintenance are not adequately reaching local governments.
Hon. Nambooze pledged to work together with fellow Members of Parliament to advocate for increased funding and timely release of road maintenance funds to local governments.

She commended Mukono District for the progress made in maintaining roads despite financial challenges and encouraged the technical team to continue improving performance while addressing the existing shortcomings.
Chairing the meeting, Hon. Abdallah Kayongo reaffirmed Parliament’s commitment to improving road infrastructure within Mukono District, explaining that government continues to invest in alternative road networks to decongest the Kampala–Jinja Highway and improve transportation across the district.
He assured residents that available road funds would continue to be invested in roads that require urgent intervention.
Hon. Kiwanuka Sulaiman, Member of Parliament for Nakifuma County, emphasized that Parliament’s oversight responsibility includes ensuring that all funds allocated to local governments are utilized transparently and for their intended purpose.
He commended both political and technical leaders for their commitment to improving road infrastructure in Mukono District.
Mukono South Member of Parliament, Hon. Robert Maseruka, appreciated the committee for its work and emphasized the need for accountability in the utilization of public funds approved by Parliament.
He expressed concern over disparities in road funding allocations, noting that some shorter roads receive larger budgets than longer road sections, a situation that requires further explanation and transparency.
He reminded the committee that Members of Parliament are held accountable by the public for the condition of roads within their constituencies.
Mukono District Woman Member of Parliament, Hon. Dr. Sheilah Dravile Amaniyo, reaffirmed Parliament’s oversight role in ensuring that public resources are used effectively.
She said Members of Parliament would continue monitoring road projects, reviewing expenditure, and providing regular feedback to citizens regarding the implementation of road programmes.
She further appealed to Government to increase funding for district roads, noting that Mukono District has an extensive road network that requires adequate financial support for proper maintenance.
During the meeting, members resolved that the Municipal Engineer should revise and harmonize the technical report after identifying several inconsistencies in the document presented.
The revised report will be tabled during the committee’s next meeting scheduled for Monday.
The committee also resolved that future meetings should be conducted closer to project sites to enable members to undertake physical inspections of roads immediately after deliberations.
The meeting of the Mukono District Road Committee reaffirmed the commitment of both political and technical leaders to strengthening accountability, improving road infrastructure, and ensuring efficient utilization of public resources. Members emphasized that increased funding, timely release of road maintenance grants, improved supervision, and stronger collaboration between Parliament, local governments, and technical teams are essential to delivering a safer, more reliable, and sustainable road network.
The committee pledged to continue monitoring road projects and advocating for greater investment in road infrastructure to enhance connectivity, stimulate economic growth, and improve service delivery across Mukono District.
